September 19, 2001 -- WASHINGTON - President Bush won France's pledge of "total solidarity" last night as he began rallying a world coalition to go to war against terrorism.
French President Jacques Chirac, first in the line of foreign leaders due here to meet with Bush, vowed "to fight by your side against this new type of evil, absolute evil, which is terrorism."

Bush replied: "If you love freedom, you must join with us."

Bush, eager to rally America's spirits while preparing for war, added: "I hope in my heart of hearts that out of this evil comes good. I think it will. I'm a very optimistic person.

France can be a prickly ally and Chirac declined to join Bush in calling it "war," but the French president's pledge of support was emphatic, unlike remarks by some French officials last week.

British Prime Minister Tony Blair is due here tomorrow.

Britain is likely to be America's closest ally in the terror war, as in the Gulf War waged by Bush's dad, and the most likely to provide troops.

Bush last night signed the congressional resolution authorizing him to use military force, with a statement vowing a "direct, forceful and comprehensive response to these terrorist attacks."

After the signing, Bush said Uncle Sam will reimburse the city and state for 100 percent of the costs for the cleanup and increased security. He previously said the government would pay 75 percent.

There were ominous warnings as Bush sought to boost America's spirit while bracing the country for a long war against an invisible enemy

Attorney General John Ashcroft warned there are still terrorists at large in America who could be ready to attack once the U.S. strikes back.

Defense Secretary Don Rumsfeld hinted that one or more nations - he refused to say which - helped in last week's attacks.

Earlier, Bush praised charities that rushed to help on America's day of terror.

Initially, critics compared Bush unfavorably to the unflappable Giuliani, but that criticism quickly faded and polls now show that more than 80 percent of Americans rate their commander in chief highly.

Gov. Tom Ridge of Pennsylvania, where one of the hijacked planes crashed, said Bush's personal qualities are coming through in the crisis.

"It's his humanity plus his eternal optimism," Ridge said, adding that Bush draws strength from "a belief in the goodness and rightness of America."
