The ceasefire is over.

Mayor Giuliani, who has enjoyed nearly universal acclaim for his management during the World Trade Center crisis, was taunted yesterday by mayoral candidate Fernando Ferrer and the Rev. Al Sharpton for proposing a 90-day extension of his term in the midst of an election for his successor.

Ferrer and rival Democrat Mark Green took opposing tacks on a day that mixed sharp-edged politics with grieving for Trade Center victims. In stops around the city, Ferrer defended his opposition to any term extension for Giuliani, while Green, who has embraced the plan, questioned Ferrer's judgment and qualifications to take over City Hall.

"While I tried to show leadership by proposing big plans given this big crisis, I thought that the borough president of the Bronx reflected a business-as-usual and politics-as-usual attitude," Green said.

Candidates Split

If the split among candidates over an extended Giuliani term wasn't evidence enough, the attacks from Ferrer and Sharpton showed that the brief calm in city politics following the Trade Center disaster had ended.

The issues of education, housing and crime appeared to be largely forgotten in the dispute over Giuliani, who spent the day attending funerals for Trade Center victims and meeting with foreign diplomats.

Giuliani last week proposed that the Legislature allow him to serve until April 1 to provide a steady transition to a new government. His term ends Dec. 31.

"I am concerned about the learning curve for these candidates. ... I am concerned about maintaining the confidence of the people of the city," he said at a news briefing yesterday.

Ferrer, speaking at an appearance at Sharpton's National Action Network headquarters in Harlem, said candidates should be ready to serve immediately without having to overhaul city law or play a subordinate role to the mayor.

Ferrer said, "If I cannot address a crisis, and if I need to be an apprentice for Rudy, then why am I wasting the people's time with my candidacy? I am ready now."

Sharpton went further, suggesting Giuliani was attempting to impose himself on the city as a "king."

"We didn't come together for you, Rudy. We came together for the victims of the World Trade Center," Sharpton said. "We elected a mayor, not a messiah."

Sharpton added, "We would have come together if Bozo was the mayor."

Giuliani refused to address Sharpton's remarks, telling reporters, "No. Don't. Don't bother. Let's move on to a question about the emergency and the difficulties that we are facing, rather than returning to the games we used to play before this tragedy occurred."

Meanwhile, Green, at a stop in Bensonhurst where he campaigned with former NYPD Commissioner William Bratton, spent most of his time attacking Ferrer.

"The Bronx 14 years ago has very little to do with the crisis in downtown Manhattan, New York and the world now," Green said, alluding to Ferrer's tenure as Bronx borough president.

On the Republican side, billionaire Michael Bloomberg restated his support for Giuliani's plan to extend his term for three months, calling it "a good idea regardless of politics."

"It gives more time to look at the mayor's current appointees and decide which ones you'd like to keep on, and who you'd like to invite into your government," Bloomberg said.

He made no mention of Ferrer or Green, but argued he was best equipped to manage New York through troubled times.

"Rudy spent eight years convincing the world New York is the safest big city there is," Bloomberg added. "We have to convince them that it still is."

I never voted at the Democratic primary.

I was planning on voting for Ferrer for the mere fact that he was the only person who spoke out in keeping Yankee stadium in the Bronx.
