Missile May Have Hit Russian Plane

WASHINGTON (AP) - A missile fired during a military training exercise in Ukraine appears to have accidentally brought down a Russian airliner flying from Israel to Siberia, U.S. officials said Thursday.

The plane crashed into the Black Sea with at least 77 aboard.

A defense official, speaking on condition of anonymity, said the land-based surface-to-air missile was fired from the Crimean region of Ukraine. Ukraine is the only country known to be conducting military exercises in the Black Sea area, the official said.

The downing of the airliner appeared to be accidental, officials said.

A second U.S. military official said the Pentagon is attempting to clarify exactly what has happened. The officer said the incident did not appear to be a collision of two aircraft.

Rear Adm. Craig Quigley, asked if the Pentagon had any explanation, declined to comment.

Earlier, Russian President Vladimir Putin said terrorism could be the cause.

"A civilian aircraft crashed today and it is possible that it is the result of a terrorist act," Putin told a meeting of visiting European justice ministers in Moscow.

Bush administration officials were in almost immediate contact with their counterparts in Moscow in an attempt to determine whether there was a connection between the explosion and the Sept. 11 terrorist attacks in the United States or U.S. plans to retaliate.



Hopefully just an accident and not related to the September 11 incident.

Ukraine Denies Downing Russian Plane

KIEV, Ukraine –– The Ukrainian Defense Ministry denied Thursday any of its forces fired a rocket which could have hit the Russian aircraft that exploded and crashed into the Black Sea.

A senior U.S. military official in Washington said the plane may have been downed by a surface-to-air missile fired during a military exercise in Ukraine. Russian officials were investigating the possibility of a terrorist attack.

All the rockets used in the training exercise have "self-destruction mechanisms in case they deviated from their course," said Defense Minister Oleksandr Kuzmuk, according to a statement released by ministry spokesman Kostyantyn Khivrenko.

The Tu-154 aircraft was en route from Tel Aviv, Israel, to the Siberian city of Novosibirsk. It was carrying 76 people, according to Sibir Airlines, from which it was chartered.

Kostyntun Khivlemko, a spokesman for the Ukrainian Defense Ministry in Kiev, denied the plane was shot down by a Ukrainian missile. He said the missiles being used had a range of only10 kilometers, and the plane was more than 300 kilometers away.

Jane's Defence said an SA-5 has a range of 300 kilometers (186 miles)

Russian President Vladimir Putin also said he doubted whether Ukrainian missiles would have had the range to hit the plane.

Nevertheless, U.S. officials said they had "convincing" indications the plane was hit by a Ukrainian SA-5 missile.

Strange to me that Ukraine said that missile didn't have range, but US official convinced that it was hit.
