Thanx to vinwrestling.com for the info:
With Stone Cold Steve Austin now playing the role of the WWF's top heel and with The Rock now on a temporary leave of absence, the federation is in need of a top face. Many in the industry feel that the Undertaker can't fill the shoes of the top face with his current in ring wrestling performance and that Kane cannot keep the viewers intrigued as the federation's top face. Benoit and Jericho are strong faces that the crowd responds to, but neither are ready for the top tier face role in the company. This leaves the WWF with not many options about who to use as a top face and something has to be resolved quickly.

WWF officials are considering two options to resolve this problem. The first option is to sign Booker T to a contract, which has not been done yet, and have Shane McMahon debut Booker T on an upcoming edition of Raw.

It's definitely early to start promotion versus promotion storylines, but this idea is being considered for several reasons; The WWF is desperate for a top face and secondly, having Booker T in the WWF until WCW reopens would be the best possible promotion for the new WCW.

The second option for the WWF is to somehow encourage Goldberg to accept an AOL-Time Warner buyout within the next month. If Goldberg did accept a contractual buyout and signed with the WWF, he would be pushed as the biggest babyface in the history of wrestling and would be feuding with Stone Cold Steve Austin immediately. Goldberg would certainly enjoy sitting on his butt for the next three years collecting huge amounts of money, but if Goldberg accepted an AOL-Time Warner buyout, Goldberg could use his new WWF celebrity status to greatly help the charities that he supports. It's time for Goldberg to decide what is more important... Staying true to his heart or staying true to his bank account.

I agree with the Jericho part but Edge is with Christian for the time being so they cant really give him a push and the Big Show isn't really a face type of guy b ecause the WWF has a shortage of faces not heels.
