WEIS MAKES POWER PLAY

By MARC BERMAN

June 15, 2001 -- French center Frederic Weis' response to the Knicks' recent invitation to join them at July's summer league was clear: Offer me a contract or trade my rights to a team that will.
Yesterday, Knicks GM Scott Layden notified Weis' agent it would not tender him an offer. Hence, Weis won't be coming to the U.S. for the summer league in Boston. Layden is now expected to explore trade scenarios involving Weis, sources said.

Weis, the 7-foot-2 center whom the Knicks chose with the 15th pick of the '99 draft, had informed the club through his new agent Paco Belassen that he won't play in the Boston summer league unless he had a contract.

Belassen believes the June 27th Draft would be a perfect time for Layden to gauge what he can get for Weis' rights since a flurry of trades normally occur that night. The Knicks, who need size, don't have a first-round pick and are trying to move up into the first round by packaging their 39th and 43rd selections.

"He's not going to the summer league without getting tendered an offer," Belassen said. "Since they don't want to do that, trade his rights to a team that would really want him. Our player has nothing to prove. He's not going to try out for the Knicks. There should be no hesitation."

The Knicks are plenty hesitant. Layden wanted to evaluate Weis in the summer league vs. rookies and free agents in Boston before making a decision whether to sign him to the roughly $1 million rookie contract.

"Our goal was to have Frederic wear the orange and blue during the summer league," Layden told The Post. "Whenever Frederic gets here, we look forward to working with him, whenever that may be. It appears that won't be this summer. But we want to continue to keep a relationship with him and his agents and scout him in Europe."

Weis, 23, played for Malaga of Spain this season and had a strong playoff run in leading the team to the Spanish League championship. He is close to re-signing with Malaga for $650,000 (no taxes). The contract would have an opt-out clause to play in the NBA. Once Weis signs with Malaga, the Knicks retain his rights another year, so they aren't forced to do anything rash.

After much arm-twisting, Weis had agreed to come to the summer league last July without a contract but then was a no-show, hurting his stock in coach Jeff Van Gundy's eyes. Van Gundy already is concerned about Weis' toughness and eagerness to play in the NBA. It's known Layden, then at Utah, regarded Weis as a late first-round pick at best in 1999 when former Knicks interim GM Ed Tapscott drafted him at 15.

"People in charge of the Knicks didn't draft the player," Balleson said. "He only wants to play in the NBA if he feels wanted. If they don't offer him a contract, he's not wanted. He's one of the best centers in Europe but he still has a lot of work to do."

That is my favorite dunk now, Carter makes weis look like a fool. F weis, he is a loser and was the biggest waste of a draft pick in a while.

Im not a big fan of Scott Layden because he has done absolutely nothing here in 2 years.

But you cant blame him on that one. He wasnt here yet when they drafted Weiss.

It was Ed Tabscott, or something like that I dont remember his exact name, who was the interim GM, who made that horrendous pick, after Ernie Grunfeld had been fired.
