ok...for yahoo groups, first of all, new groups cant do this. i dont know when the group was made, so this may or may not be options you have
go to management...group settings...membership. make sure its set to open. if its restricted, change it. if its closed, it cant be open, you're screwed, delete the group. once membership is open, go back to management and go to web tools, also under group settings. make files/photos public, and that should do it all, if you did both things. but new groups dont have some of those settings, so if you had your group set to closed, find a new one, mine or dents, or leech of a person with a real site

also, anybody who used my old group, your stuff has been deleted, since yahoo offed my first group for no reason what so ever
