If the United States has reserved itself the right to act pre-emptively, why aren't we doing anything in North Korea before its too late? Its obvious that they're fucking with us because they think we're too busy in Iraq.

North Korea is a very different situation then Iraq. I think the biggest thing is would the gov't of the north try to take every one out with them. Another thing is we think they already have a few nukes and could use them against the south and japan. The Korean war ended in a tie (thanks to china), whereas we kicked the shit out of iraq (although we didn't finish the job), thus then we have to be careful of what china would do regarding the north.
