Put a liquor store on every corner and have CIA push drugs into Iraq so that we can cloud the Iraqi peoples' brains, pacify them so they don't care about anything, and also get some of them to kill themselves.
It worked when Bush's dad did it to the minorities during the 80s, it should probably be implemented in Iraq.
