... Wait, was it refugees or Iraqi officials? Because I don't think the US has any need for Iraqi citizens who want to get out of the country, as opposed to Iraqi officials, who we would want to try.
I dunno, we have allies that have really creepy deals with shitty countries; France, Germany, Canada, but the US does creepy deals too. The US asks for cooperation, some times it doesn't happen, and the actions those countries take do have negative effects on them. We might not choose to do trade, we might make deals with other countries...
.... Canada ... I dunno what they have to gain... taking a simliar position with two major countries in the still very new European Union is a very good political move for the future... but it's not too good for relations with the US. We can punish them in some way... they are still our ally, but taking sides against us on some issues will have consequences....
