Since china is so over populated, they have 4 times our population in a country half our size. It is illegal for a family to have more than 2 children, ( I think it is 2 but it might be 1 not sure). None the less, to have more than the allocated amount of children, the family has to pay a major tax to keep the child, which almost no one can afford there. So they arrest and forcefully take pregnant women to have abortions.
