I didn't say the ONLY function of the federal government should be for foreign policy. I said the MAIN function should be that.
State Governments should be in control of local issues. Town/City governments should be even moreso that state governments.
That's why they have different governments. If the fed was going to be responsbile for creating an environment to produce local jobs then why bother having local governments?
