a bad suit (or more realistically, a cheap suit -- as a "bad" suit could merely signify color) hangs all over someone because it is not tailored properly and/or flimsy material looks worn, wrinkled or otherwise awkward. A "good" suit is fitted perfectly and therefore doesn't hang or droop, but seems to contour to ones body, therefore improving the wearer's appearance.
