Just to add on this, why would they have HBK come back only to have Steiner interfere and help lesnar win?

But I said this is at the Royal Rumble at end of January not Survivor Series. I think HBK will be feuding with someone else by Royal Rumble and HHH will either retain his belt or get it back for the Rumble thsus giving a unification match.
