Dvd recording software - Need some advice

A Region is a different section of the world. North America= Region 1. Japan(and I think some other asian countries) = Region 2. And so on and so forth. I think the Apex AD-1500 has no region restrictions whatsoever however certain discs won't work since they are for PAL tvs and not NTSC ones. The Apex is a quality player and I would get it if youre in the market for a cheap player(I'm getting one myself soon).
