It's because Jessica Alba was on the show "Flipper" when she was younger. Dark Angel had come out, Hebranko/Tenbats was all hot abd bothered about her, and said that when he watched Flipper, he loved that he could see his former wife out there in the water.

I actually prefered Alba in "Idle Hands" - something about the Angel costume being ripped from her body. That's hot. I wanted to cave her head in with a Dreamcast and then piss in her navel.
