I figure it out. The green names moderate the board while the blue names moderate the moderators. Honestly how many fucking moderators does a simple message board need? You have the same 20 to 30 assholes that come here everyday. You don't even need moderators...ok maybe one or two tops.

The Blue names have access to modify the code that keeps the site up...

They're pretty much the same...
