no, they cant hold people, but they can go very fast before any military planes could catch it and slam into the white house or the capital. so basically it breaks down to, not a lot of fuel and innocents, but on the other hand, very fast and pinpoint accurate, it doesn't take 10 miles to turn around and adjust course to line up on a target

Minimal damage though. A fuel tanker loaded with gasoline across some bridge would have a much better effect.

Rush hours would be a living hell for a long time after and you might get lucky and get a couple of hundred mass casualties too.
