Canada has stated that any Iraqui refugees who wish to take asylumn in their country will not be turned over to the USA, they will not cooperate with us in anyway whatsoever.
So now you got Russia who was selling technology not only to Saddam but it seems like they helped jump start North Korea as well. The russkies have also been helping the Iraquis gather intelligence against britain as well. Then you got france and germany selling iraq anti-air and tank missiles and other cool toys. So all the countries against the war obviously were just against loosing their Golden Goose in saddam.
While Putin may or may not have known, it's quite a possibility for him not to have known. Russia may have dropped the communist thing but a lot of political officials still haen't gotten the news, even Putin himself is former KGB, their mentality can't be changed. They have so many stock piled and left over weapons, who else was gonna buy them? Not us, so we fucked with their little haven.
What does Canada have to gain, maybe they feel aligning themselves with the three amigos and kissing up to chirac is a good idea.
It's like they were all our pals, till we basically started spring cleaning and found their porn stash.

The Canadians have always been nuetral and are just trying to appease the stupid people from Quebec. I was in Montreal the day after the war started. I was at the Canadiens/Islanders game when the French fucks booed our national anthem. Got into a fight with a drunken old fuck at a bar that night because he was giving my American ass shit for sitting at a bar in Montreal smoking Cuban cigars. He then had the balls to tell me September 11th was our fault. I had to deck his ass. Fuck Canada. Except for Ontario. They're cool. Oh and by the way, my sons hockey team won the Canadian Cup Tourny that weekend. We showed them fucks not to mess with us.

... Wait, was it refugees or Iraqi officials? Because I don't think the US has any need for Iraqi citizens who want to get out of the country, as opposed to Iraqi officials, who we would want to try.
I dunno, we have allies that have really creepy deals with shitty countries; France, Germany, Canada, but the US does creepy deals too. The US asks for cooperation, some times it doesn't happen, and the actions those countries take do have negative effects on them. We might not choose to do trade, we might make deals with other countries...
.... Canada ... I dunno what they have to gain... taking a simliar position with two major countries in the still very new European Union is a very good political move for the future... but it's not too good for relations with the US. We can punish them in some way... they are still our ally, but taking sides against us on some issues will have consequences....
