Alerts and closures follow attacks

Business, government, financial markets in emergency mode
The Sears Tower in Chicago was one of many buildings around the country evacuated amid security concerns following the attacks on New York's World Trade Center and the Pentagon near Washington.

Sept. 11 — Stock markets, airports, sports facilities, borders and governments around the world went into emergency mode Tuesday after two planes crashed into New York’s 110-story World Trade Center in what officials are calling the worst terrorist attack on American soil. The attack in New York, and subsequent attacks on U.S. commercial airlines and the Pentagon, prompted the closure of bridges and tunnels in Manhattan, border crossings between the United States and Mexico, air space over Israel and the postponement of all Major League Baseball games around the country.





WHAT FOLLOWS is a list of actions taken by governments, businesses and organizations in response to the terrorist attacks that took place on Tuesday in the United States.

Day of terror in N.Y., Washington

FINANCIAL MARKETS
The New York Stock Exchange, the American Stock Exchange and the Nasdaq Stock Market, were closed for trading Tuesday and will remain closed through Wednesday.
London’s market finished with a loss of 5.7 percent.
Gold, oil and industrial metals leaped in Europe on Tuesday as investors scrambled for safety in solid assets after the attacks. Oil and gold rose 6 percent and prime industrial metal copper leapt four percent.
The Deutsche Boerse said it received a bomb threat, stopping late-session trading on the DAX index. The index had fallen 8.5 percent.
The Paris CAC-40 index fell nearly 324 points or more than seven percent.
Brazil’s Bovespa, Latin America’s biggest exchange, sank 9.18 percent to a 23-month low of 10,827.96 before it was closed for the day.
Mexico’s IPC index plunged 5.55 percent before trading was halted for the day.
Argentina’s Merval index shed 5.17 percent.
Shares on the Vienna Stock Exchange fell sharply on the news then recovered to end 1.1 percent lower at 1,154.
Spain’s Ibex-35 main share index — which had been wallowing at its lowest levels in nearly three years even before Tuesday —fell 4.6 percent or 350.3 points to 7,328.4 points.
European exchanges said trading would continue on Wednesday. Hong Kong and Tokyo exchanges also said they would open on Wednesday, but Taiwan said it would suspend trading.

THE FEDERAL RESERVE
The U.S. Federal Reserve said it is open and operating and that its discount window will provide liquidity to financial markets as needed. Fed Chairman Alan Greenspan was in Basel, Switzerland, where he was attending a central bankers’ meeting.

BUSINESSES
Corporations around the country increased security at their buildings and many closed for the day.
Morgan Stanley Dean Witter & Co., the largest tenant in the New York’s destroyed World Trade Center complex, declined immediate comment on the status of its employees on Tuesday, but said it has established a hotline for personnel and their families.

The brokerage, which leases space on about 50 floors of the twin towers said in a release that concerned employees and their families could call (888) 883-4391 to speak to a company representative.
J.P. Morgan Chase & Co shut all its branches in Manhattan and there were long lines at some of its automated teller machines. FleetBoston Financial Corp. also closed its 173 branches in Metropolitan New York for the day, including 18 branches in Manhattan.
Intel Corp. implemented emergency operating procedure, stepping up security at offices and manufacturing facilities around the globe, but keeping its operations open. Hewlett-Packard is giving staffers the option of working from home. HP sales office in DC and NY were evacuated.
In Los Angeles, major downtown office blocks including the Citibank Tower, the Arco Tower and the Bank of America building were ordered evacuated, according to workers leaving those buildings.
London office towers, including the home of the world’s biggest insurance market, were evacuated Tuesday. Staff of global investment banks and other big financial institutions were ordered to leave buildings in Canary Wharf, the gleaming new financial district in east London’s docklands. Lloyd’s of London, whose members insure against major disasters, cleared its offices in the City, London’s traditional financial center.
Greyhound Lines, the largest U.S. bus line, suspended operations in large parts of the country on Tuesday as a safety measure. The Dallas-based company said it had ceased operations indefinitely in the Northeast, as well as in nearly 30 locations nationwide where its terminals are within a mile of federal buildings, from Washington to Billings, Montana.
Ford, Daimler Chrysler and General Motors have closed their headquarters in the Detroit area. Each has also closed several plants.
The MGM Mirage Hotel in Las Vegas shut down its casino volcano, the Bellagio fountains and the Treaure Island pirate battle in order to move large numbers of people away from the Las Vegas Strip.

Alabama Security increased at military bases including Redstone Arsenal, site of the Army missile command and NASA’s Marshall Space Flight Center.
California Airports closed, as are other landmarks, including Knott’s Berry Farm in Orange County, the Museum of Tolerance in Los Angeles and the city’s 74-story Library Tower, at 1,700 feet the tallest building west of the Mississippi River. State on high alert. State’s Emergency Council convened as Gov. Gray Davis requested heightened security at all state buildings.
Colorado City and state officials stepped up security around government buildings. City opened an emergency preparedness office in the basement of City Hall, where representatives of police, fire and health agencies, public transportation officials, Denver International Airport and utilities were gathering.
Florida Security heightened at federal courts. Walt Disney World evacuated and closed its parks and shopping and entertainment complex. Space shuttle operations halted, 12,000 employees of Kennedy Space Center sent home. Increased surveillance, with helicopter patrols and extra gate checks in place. Skeleton crew remains at launch control center.

Georgia All flights at Hartsfield Atlanta International Airport, the nation’s busiest, stopped. The CNN Center, world headquarters of Cable News Network, closed to the public, although journalists at CNN and The Associated Press remained.
Illinois Sears Tower shut down, state government buildings in Chicago and Springfield closed. National Guard on state of heightened alert in Illinois.
Indiana Federal offices on alert.
Kentucky Southern Governors’ Association canceled annual fall meeting so governors of Arkansas, Georgia, Louisiana, Mississippi, Tennessee, Kentucky and West Virginia could head back to their states.

North Carolina Military bases prepared for possible change in status. At Raleigh-Durham International Airport, spokeswoman Mirinda Kossoff said a strategy meeting was planned with the Federal Aviation Administration.
Oklahoma Gov. Frank Keating ordered all state office buildings closed. Oklahoma City police created a one-block perimeter around the jail, where bombing conspirator Terry Nichols is housed.
Pennsylvania Philadelphia International Airport closed. National Park Service officials meeting to determine whether the city’s high-profile tourist attractions like the Liberty Bell and Independence Hall would be closed.
South Dakota Commercial flights from Sioux Falls, Rapid City, Pierre and other South Dakota cities grounded.

Virginia Navy installations throughout Hampton Roads, home of the world’s largest Navy base, placed under an increased security condition. The 192nd Virginia Air National Guard 192nd fighter squadron, an attack unit of fully armed F-16 fighter jets that will patrol the nation’s East Coast, were put on alert with orders to down any unauthorized aircraft.
Washington Airports and military bases throughout the state boosted security. Outgoing flights canceled at Seattle-Tacoma International Airport, but planes allowed to land. Federal Court House in downtown Seattle on high alert.
West Virginia Chemical plant security heightened. Flights out of Charleston’s Yeager Airport, West Virginia’s largest, suspended. Capitol Complex evacuated, increased security at other state buildings. Federal courthouses closed.

EVENTS
Major league baseball postponed its entire schedule of 15 games Tuesday night. All minor-league games also were postponed.
A Madonna concert, scheduled for Tuesday night at the Los Angeles Staples Center, which seats 20,000, was canceled.
The PGA Tour canceled Thursday’s starts of the World Golf Championship and two other tournaments. PGA Commissioner Tim Finchem said the American Express Championship, featuring Tiger Woods and top players from tours around the world, would begin Friday with 36 holes.
The Primetime Emmy Awards, scheduled for Sunday, was postponed indefinitely.
The Latin Grammy Awards, scheduled for Tuesday in Los Angeles, have been postponed until further notice.
The Walt Disney Co. closed its theme parks in Florida and California.
The Space Needle in Seattle was closed for the day.

EMBASSIES AND BORDERS
Foreign embassies in the U.S. capital closed down Tuesday, sent American personnel home or tightened security after the attacks.
Border crossings between the United States and Mexico were closed Tuesday.
The U.S. border with Canada, the longest unguarded frontier in the world, remained open Tuesday, though some posts along the 3,100 mile frontier were briefly closed a few hours after the attacks.
The Israeli Embassy in the Chilean capital was evacuated on Tuesday after a bomb threat that turned out to be a hoax, police said.

AIRPORTS
The Federal Aviation Administration has ordered all outbound flights to stay on the ground. Runways are open for planes already in the air. Airport security is beefed up across the country. Los Angeles International Airport was evacuated.
Canada’s Transport Ministry shut down all the airports in the country in the wake of several deadly attacks carried out by hijacked planes in the United States, spokesman for the transport minister said Tuesday.
International airlines scrambled to divert or cancel flights to the United States on Tuesday. Some airlines reversed course only after being denied permission to land by the Federal Aviation Administration.
Israel closed its airspace to foreign airlines. Israeli carriers — which carry out stringent security checks — will still be able to land at Israel’s four airports, said Yerach Tal, an adviser to the Israeli transport minister. The ban will be in effect for 24 hours.
