In the event of military or strategic emergencies the President in moved from undisclosed location to undisclosed location to keep him safe. Members of the Cabinet are diverted to different secret locaitons as are many of the Congressional leaders. It's a matter of safety and security to prevent the destruction and retain the strength of the government proper. For months Bush has looked with like a deer caught in the headlights. Those lights just got a hell of a lot brighter. I don't care to hear of all the wonderful people he has surrounded himself with.
