The way I'm reading it is if they do come in within a month, they are going to be taken care of and kept safe.
It's after a month that the Saudis "claim" they will hunt them down which frankly I don't believe for a second.

Fucking kill them on sight. The terrorists sure as hell wouldn't hesistate to do the same to innocent civilians so why should they be treated any differently.
I actually kind of like this.
The Saudis know they arent going to get mobs of terrorists arriving home for a ticker tape parade. They might get a few people from al-qaeda though who are tired of shitting in caves. The "amnesty" is guaranteed to be more like.
"Ah, welcome home. Tell us absolutely everything you know, and we'll let you live in prison."
They'll only get a handful of people to take them up on the offer, and it might be good for intel. I'd still kill the fucking rug pilots though.
