I would be curious to see exactly how they are defining \"vacation\" for each of the presidents, and what official business may have been done during that time.

Actually, the vacation info doesn't come from a "they", it's all from one guy: White House Reporter Mark Knoller. The guy basically follows the president around everywhere he goes and takes notes on all their activities...like how much time, down to the minute, Bill Clinton spent playing golf, what his average scores were, etc. I'd recommend Googling his name and reading some of his findings, it's pretty interesting (if trivial), and there don't seem to be any biases in his work.
