The whole point of HBO, Cinemax, etc. is that they are <i>not</i> broadcast TV, and do not have to abide by the same regulations. If a consumer finds that channel, or its programs, to be "indecent", they simply do not have to pay for the service, and it goes away.
As long as the FCC keeps talking about increasing fines and stopping indecency (they're picking on the Sopranos now)
