I have to go with alligator kid on this one.
First, he was dragged underwater and right there he is at more of a disadvantage than bear kid. Not only did he have no solid ground to fight off of, he had to hold his breath while doing so.
Second, the alligator swam off after being hit. In the bear's case, it still kept coming and didn't flee until others shot flares and sprayed pepper spray at it.

It's a tough call, but I have to give the slight edge to alligator kid.
