I saw that article and it was a complete fucking disgrace that it was ever published. It either showed gross negligence in not understanding how everyone outside of the US uses "states" and "countries" interchangably or someone who was just trying to create a bullshit story to push their agenda to get Kerry elected.

I don't know which one it was, but it was a disgrace. By "state", he meant countries that don't mess with us, won't get messed with.
