Colin Powell called it such back in September I believe. But, the US military has been stretched between Afghanistan, Iraq, and their regular miltary installations. And, the UN and the US have been watching Sudan kill itself for the past like 40 years. It must be too hard to stop people from trying to kill each other over there.
