not wearing undies for girls doesn't make the genitals fester like a swamp because you don't all stuff dangling there.
If your boys don't have a home, they will swing and chaffe and start to sweat, which only makes it hotter down there, which causes more sweat and smell.
With drawers, things stay in place, don't move, don't get heated up, and even what little there is, the sweat will be absorbed by the undies rather than getting trapped in the nut hair.
Additionally girls are all bald down there now, which also keeps things smelling nicer and less gamy.
