Personally, I've had no problem creating VCDs using Roxio EZCD 5. But, I've heard complaints from others who've tried.
As for converting, any program that does it quickly is going to do it poorly. The way I like to think of it is that the software basically has to draw every frame, on at a time. That takes time, even for a 2 minute clip.
Creating VCDs is one of those things that you just start doing before you go to be and let the thing work all night.
