I don't think this gives the terrorists the feeling they are controlling us through fear, I think it is a useful plan that aids in the law enforcement authoritys ability to do its job in the event of a severe terror threat.

but anyway, isn't the whole thing with terrorism that they strike when nobody's expecting it? why would they try something when the whole country is on high alert for it?

i brought that point up once before. terrorists could use this alert system to determine when we are most vulnerable, if we are at a low state of terror they would use that as the best time to attack.
