That's how terrorists cells work (and why they refer to them as cells, and don't talk about the chain of command) They all work independently towards the same goal. It can only change people's mind to be against you. Let the government worry about who is the enemy and who we need to attack. Then let them do the attacking, and leave civilians alone.
