wrong...

1. the plan is all about building up the area. even the council members and congressmen of the district are high on it...they are trying to ressurect that whole area..which is actually in Steinbrenners best interest b/c he wants that area hopping so that going there isn't such a trek into hell.


2. it is being funded privately
