I noticed some small debate over how laws work on tribal land. I am not sure how it works overall, but for gambling here is the process: The tribes make their own gambling regulations, which are then reviewed by the state. If the state agrees to this they enter a compact with the state basically saying "The tribe allows and disallows this, and the state government allows them to define these regulations as such".

The state will never actually draft any laws in regards to gambling, its all made up by the tribes, and the state just signs it. Therefore a state can ban gambling, and still allow tribal gaming.
