See if he'll be willing to meet halfway and send 'em to a private school of sorts. Probably will not have to deal with as much crap as you would at a public school, and will let kids get more socalized than home schooling.
His middle ground is a montessori school. He states if he can't have HS, he won't do PS, or private school that is structured. This excerpt is from Wikipedia:
