To answer the question - I think if the stories of her finances are true, it's odd that she'd have so many children. That said, I don't think it's up to me to decide how many children someone should have, but at the same time, she should not receive any more public assistance than that necessary to raise the children. Give her WIC, get them fed, etc. But SHE doesn't get a dime, and the assistance to the babies only lasts for a year.
I'm not a fan of removing children from a home unless there are grave consequences if you don't. In my world, she'd be told that she's got to start supporting them, and that the state will only continue to provide for them for their first year. After that, she's being cut off, and if she fails to provide for them, they'll be taken from her.
