The board is for public posting. The chat is for intimate discussion and screwing around in a context that is not a permanent record.

I had never thought about it like that, but that does make perfect sense. A post is documented as permanent record, reviewable by any member at any given time assuming the account is in good standing.
The chat however, is not a permanent record and as such the user is right to assume that what gets posted in there will be deleted after the users all log out. By posting the transcript in a thread here, it makes it a permanent record and is thus violating the trust of the users believing it to be temporary.
