Not true in the NHL, maybe in lesser leagues, but icing is automatically called unless either the goalie or the team that iced the puck touches it first. The hand up is generally just a signal to the ref that the goalie has no intention of playing the puck, because if he moves in the direction of the puck at all the ref can decide to call off the icing.
